A grim picture of the US and Britain’s legacy in Iraq has been revealed in a massive leak of American military documents that detail torture, summary executions and war crimes.

Almost 400,000 secret US army field reports have been passed to the Guardian and a number of other international media organisations via the whistleblowing website WikiLeaks.

The electronic archive is believed to emanate from the same dissident US army intelligence analyst who earlier this year is alleged to have leaked a smaller tranche of 90,000 logs chronicling bloody encounters and civilian killings in the Afghan war.

The new logs detail how:

• US authorities failed to investigate hundreds of reports of abuse, torture, rape and even murder by Iraqi police and soldiers whose conduct appears to be systematic and normally unpunished.

• A US helicopter gunship involved in a notorious Baghdad incident had previously killed Iraqi insurgents after they tried to surrender.

• More than 15,000 civilians died in previously unknown incidents. US and UK officials have insisted that no official record of civilian casualties exists but the logs record 66,081 non-combatant deaths out of a total of 109,000 fatalities.

The numerous reports of detainee abuse, often supported by medical evidence, describe prisoners shackled, blindfolded and hung by wrists or ankles, and subjected to whipping, punching, kicking or electric shocks. Six reports end with a detainee’s apparent death.

As recently as December the Americans were passed a video apparently showing Iraqi army officers executing a prisoner in Tal Afar, northern Iraq. The log states: “The footage shows approximately 12 Iraqi army soldiers. Ten IA soldiers were talking to one another while two soldiers held the detainee. The detainee had his hands bound … The footage shows the IA soldiers moving the detainee into the street, pushing him to the ground, punching him and shooting him.”

TAMPA — Marine reservist Jasen Bruce was getting clothes out of the trunk of his car Monday evening when a bearded man in a robe approached him.

That man, a Greek Orthodox priest named Father Alexios Marakis, speaks little English and was lost, police said. He wanted directions.

What the priest got instead, police say, was a tire iron to the head. Then he was chased for three blocks and pinned to the ground — as the Marine kept a 911 operator on the phone, saying he had captured a terrorist.

Police say Bruce offered several reasons to explain his actions:

The man tried to rob him.

The man grabbed Bruce’s crotch and made an overt sexual advance in perfect English.

The man yelled “Allahu Akbar,” Arabic for “God is great,” the same words some witnesses said the Fort Hood shooting suspect uttered last week.

“That’s what they tell you right before they blow you up,” police say Bruce told them.

Bruce ended up in jail, accused of aggravated battery with a deadly weapon. He was released Tuesday on $7,500 bail. Marakis ended up at the hospital with stitches. He told the police he didn’t want to press charges, espousing biblical forgiveness.

But Tuesday, Bruce wasn’t saying sorry.

The two men are a year apart in age, and a world apart in life experiences.

Father Michael Eaccarino of St. Nicholas Greek Orthodox Cathedral in Tarpon Springs says Marakis, 29, entered a Greek monastery as a teenager and became a priest nine years ago. He is studying theology at Holy Cross, a Greek Orthodox school in Massachusetts, and traveled to Tarpon Springs two months ago to work on his master’s thesis. He has taken a vow of celibacy.

Eaccarino says the visiting priest got lost Monday after ministering to the elderly in a nursing home.

Jasen Bruce, 28, enlisted as a reserve Marine as a teenager, was discharged honorably when he finished his contract, and enlisted again this March. He has never been deployed to Iraq or Afghanistan, a Marine Corps spokesman said. He got married last month in full dress uniform.

Bruce is a sales manager for APS Pharmacy in Palm Harbor. His blog entries tout the benefits of increasing testosterone and human growth hormones. He was charged with misdemeanor battery in 2007 for hopping over the bed of a tow truck and shoving its driver. He pleaded no contest.

Online photo galleries depict him flexing big muscles wearing little clothing.

An exterior surveillance video of Tuesday’s chase captured the two men in motion, said Tampa Police Department spokeswoman Laura McElroy:

“You see a very short, small man running, and an enormous, large muscular man chasing after him.”

This is what police say happened at 6:35 p.m. Monday:

The priest’s GPS gave him the wrong directions, leading him off Interstate 275 and into downtown Tampa. He followed a line of cars into a garage at the Seaport Channelside condominium to ask for help.

He found Bruce, whose back was turned, bending over the trunk of his car, and he tapped his shoulder before saying, in broken English, “please” and “help.”

That’s when Bruce reached for the tire iron. Police say that by the end of the chase, he had hit the priest four times.

Hours after his release from Orient Road Jail on Tuesday, Bruce stood silently as his attorney, Jeff Brown, told his version:

The bearded man wearing a robe and sandals was clearly trespassing in the garage. In a sudden move, the stranger made a verbal sexual advance and grabbed Bruce’s genitals. The Marine defended himself. And immediately, he called 911 as he chased him.

Brown said the police initially called the Marine a “hero” and said the priest was “mentally ill.”

He called the police’s account “one-sided” and said the department should investigate a sergeant he said made derogatory comments about the Marine’s military background.

Police said that sergeant is, himself, a veteran. They say that the priest was disoriented when they found him at the corner of Madison and Meridian avenues, but a translator at Tampa General Hospital helped him communicate. And that the GPS corroborates the priest’s story.

When police arrived at Bruce’s apartment at 1:30 a.m., before they had mentioned charges, he had already called an attorney.

Television news stations showed the priest’s photo on Tuesday and mentioned what the Marine said he did. If the priest had watched, he wouldn’t have understood it.

He’d spent the day in great spirits, his fellow priest said. His main worry was that he inconvenienced the others who had to care for him. Then, a man named Jerry Theophilopoulos got in touch with him. He’s a lawyer, speaks Greek and served as a former board member of the church. The lawyer said he told the priest what the Marine said. Marakis was stunned. His eyes grew wide. He said it was a lie.

Air France Received Threat About a Paris-Bound Flight Days Before Flight 447 Crashed

ABC News has confirmed that Air France received a bomb threat over the phone concerning a flight from Buenos Aires, Argentina, to Paris days before Air France flight 447 disappeared over the Atlantic Ocean Sunday night.

Authorities at Buenos Aires’ Ezeiza Airport delayed the May 27 flight before takeoff and conducted a 90-minute search of the threatened aircraft. Passengers were not evacuated during the search, which yielded no explosive material. After the inspection, authorities allowed the plane to take off for Paris.

Four days later, flight 447 from Rio de Janeiro, Brazil, to Paris disappeared with 228 people onboard. On Tuesday searchers found debris from the plane floating in the Atlantic Ocean 700 miles off the coast of Brazil. There was no known threat against that flight.

Brazilian Air Force spokesman Jorge Amaral told reporters today that the debris is spread out in two main areas, about 35 miles apart, located some 400 miles from the Brazilian islands of Fernando de Noronha. Searchers have seen scattered pieces of debris, including what appears to be a seat, on the ocean.

But bad weather is hampering recovery efforts, with sea currents said to be impeding the process. And weather aside, recovering debris in this part of the ocean may not be easy. The underwater area where the search is focused is extremely mountainous terrain, and Google Earth estimates the water there to be 13,000 feet deep.

“That’s like searching for an airplane in the surface of the mountains. You could be very close and not be able to see the wreckage,” said John Hansman, a professor of aeronautics and astronautics at the Massachusetts Institute of Technology.

Still, Brazil’s president, Luiz Inácio Lula da Silva, expressed his determination to find the plane.

“A country that could find oil in 3,700 meters deep in the ocean is going to be able to find a plane 1,200 meters deep,” he said in a statement.

Passenger Arthur Coakley’s wife keeps trying his cell phone — also determined to get an answer.

“I haven’t tried it today, but yesterday it was ringing,” said Patricia Coakley. “So maybe they’re not at the bottom of the sea.”

Today, the head of France’s accident investigation agency, Paul-Louis Arslanian, described the case of the missing flight 447 as the “worst French aviation disaster in history.”

Air France Flight 447: Searching for Clues

Arslanian added that France has four groups of investigators working on the case. The first group will search for debris, and the other three groups will study the plane’s equipment and maintenance records. He emphasized that there were no suggestions of any problems with the plane before takeoff.

He also said he was “not optimistic” of recovering the aircraft’s black boxes (cockpit voice and data recorders), which are believed to be buried under the sea.

If found, the plane’s black boxes would provide many more clues about what happened. Experts said the black boxes emit pinging signals, although only for a finite period of time, in the water. With tracking beacons that activate when the boxes get wet, the black box radio signal works for about 30 days. But it won’t be easy for search teams to pick up the signal and find a black box — the size of the proverbial bread box — in rocky terrain.

“It can be done, but I think we’re gonna have to look for a little luck on this too,” ABC News aviation consultant John Nance said today.

“They’ll drop those microphones down quite a ways,” Nance added.

Lt. Col. Jed Hudson, a commander at Tyndall Air Force Base in Florida, said that all planes also have emergency transmitters in their tails that are designed to send out distress signals in case of emergency.

It’s possible that this one either malfunctioned or there wasn’t a satellite passing overhead to detect the signal at the time the plane was in trouble, he said. The information can be stored and detected once satellites pass overhead — unless it is too far underwater.

No distress calls were made by the crew, but a series of automatic messages was sent by the plane’s system just before it vanished, reporting lost cabin pressure and electrical failure. Arslanian said the messages were received in a time frame of three minutes. Investigators were working to interpret these messages, he added, saying that he did not want to go into details at such an early stage of the probe.

Today, 12 military planes, including one American plane and one French aircraft, and ships were engaged in an operation to recover the debris. A forensic scientist is also believed to be onboard one of the planes to help with the recovery operation.

A French search and exploration ship is also on its way to the crash site. It is equipped with tools to help recover debris, including robots that can plunge about 20,000 feet underwater. It could be a few days before the ship arrives where the debris has been spotted.

“Because of the way this airplane disappeared, we have very little evidence to start to put together what happened,” Hansman said. “So anything they can get from the debris field in the ocean is going to be important in terms of clues.”

Weather Worries

The reasons behind the crash remain unclear, with many speculating that it could have been a result of thunderstorms and lightning or a combination of both. But ABC News has confirmed that two commercial planes flew virtually the same route as that taken by the Air France jet just before and after the missing flight.

Arslanian said that to the best of his knowledge, the pilot at the controls told Brazilian air control that he was experiencing turbulence about 30 minutes before the plane’s disappearance. He said it was unclear whether the chief pilot was in the cockpit when the plane went down, since pilots usually take turns at the controls during long-haul flights.

He stressed that the investigation was only in its early stages, and he could not confirm how the plane went down.

“We don’t even know the exact time of the accident,” he said, adding that “our objective today is to publish the first report by the end of June.”

A Lufthansa spokesman told ABC News he knew of one flight in the area at the time, but it is not clear if that plane encountered any poor weather.

“This flight operated normally without any irregularities reported by the crew,” Lufthansa said in a Tuesday statement.

French Transport Minister Jean-Louis Borloo said Tuesday he did not believe bad weather alone could have brought the plane down. He also brushed off the idea that terrorism or a hijacking could be involved.

“There really had to be a succession of extraordinary events to be able to explain this situation,” he told France’s RTV radio.

Nance agreed that it would be almost unheard of for a plane to be downed by lightning alone but added, “You never say never.”

Nance also said Tuesday it’s unlikely that turbulence could break up a plane: “In most circumstances, absolutely not,” he said. “The aircraft can take anything the atmosphere can throw at it, except for tornadoes.”

In very rare cases, Nance said, a plane could be trying to recover from severe turbulence and then hit more, causing too much stress for the plane.

AccuWeather’s Ken Reeves said towering thunderstorms are common over that area of the Atlantic. He said planes typically fly at about 35,000 to 37,000 feet, and storms in the tropics can be as high as 50,000 feet.

“In that part of the tropics, with as high as the thunderstorms are, it can be difficult having to go hundreds and hundreds of miles out of your way in order to just get to the point you’re trying to get to,” Reeves said.

“We are really talking about extreme circumstances here,” said William Voss, president and CEO of Flight Safety Foundation. “And so a rainy night out of LaGuardia isn’t what we are talking about. We are talking about situations that are very extreme, very severe turbulence is assumed to have occurred here. And there’s not many of us — not even many pilots that have really experienced severe turbulence. You would know it if you had.”

The four-year-old Airbus jet did have sophisticated radar that should have helped the pilots try to skirt any violent weather.

Mystery Over the Atlantic: The Passengers Onboard

According to the Brazilian air force, there’s no indication that anyone survived.

The missing Airbus A330 had 216 passengers and 12 crew onboard when it took off Sunday night. All 12 crew members were French, according to the airline.

The list of the missing indicates a virtual United Nations of passengers. The passengers came from more than 30 countries, and included Americans Michael and Ann Harris, who had been living in Rio for more than a year. Tuesday afternoon, U.S. State department officials said a third American, a dual citizen traveling under a foreign passport, was also onboard.

In addition to the three U.S. citizens, the passengers included 61 French citizens, 58 Brazilians, 26 Germans, nine Chinese and nine Italians. The group included seven children, a baby, 126 men and 82 women.

Michael Harris, a geologist working in Brazil for natural gas and oil producer Devon Energy, had been transferred from Houston to Brazil in 2008.

“We are extremely saddened by this development and trying to monitor the situation as it unfolds,” said Devon Energy spokesman Tony Thornton in a statement. “We’re doing what we can to help the family at this time.”

U.S. State Department spokesman Robert Wood has said the U.S. government is also in touch with the families of the Americans onboard.

The flight had been expected to land in Paris at 5:15 a.m. ET after leaving Rio around 6 p.m. Sunday night.

The Brazilian air force said in a statement that it had been anticipating radio contact with the plane when it was still over northeast Brazil, but when it received no radio communication, Brazilian air traffic control contacted air traffic control in Dakar, Senegal. There was no mayday call and no nearby planes received a call for help on the international emergency frequency.

Word came Monday night that a crew from TAM, Brazil’s largest air carrier, saw orange spots on the ocean while flying over the same general area as the Air France Flight 447.

“If that was, in fact, debris burning from this aircraft, then that tells us that it broke up in flight,” ABC News aviation consultant John Nance said Tuesday.

Air France said the captain of the flight had more than 11,000 hours of flight time, including 1,700 hours on the Airbus A330/A340.

There are 341 A330 planes of this type operating worldwide. Airbus released a statement saying it would be “inappropriate for Airbus to enter into any form of speculation into the causes of the accident.

“The concerns and sympathy of the Airbus employees go to the families, friends and loved ones affected by the accident,” the statement read.

“The mid oceans are one of the remotest parts of the world,” Hansman said. “It’s like going to the North Pole. It’s in an area where there is very limited ability to communicate.”

MIAMI (AP) — A group of Miami men accused of plotting to destroy Chicago’s Sears Tower and bomb FBI offices sold out their country for money, a federal prosecutor said Wednesday at the start of the men’s third trial.

Prosecutors are trying to convict the so-called “Liberty City Six” on four terrorism-related charges after two previous trials ended in hung juries. The men are accused of plotting terror attacks with an FBI informant they thought was an al-Qaida operative.

A defense attorney for the group’s leader, Narseal Batiste, 34, said the government’s sting operation was a setup. The FBI’s paid informants were motivated by money to manipulate the men and encourage them to take actions that could later be used against them, attorney Ana M. Jhones said.

“This case is a 100 percent setup. This is a manufactured crime,” she said.

The men took an oath of allegiance to Osama bin Laden — captured by the FBI on videotape — led by a man claiming to be an al-Qaida operative who was an informant posing as a terror financier.

Batiste has previously testified he was never serious about any terror plots and was only playing along in hopes of getting $50,000.

There has been no evidence the men ever took any steps toward pulling off an attack. When they were arrested in 2006, the Bush administration trumpeted the case as an example of heading off terrorists early.

“What’s relevant is their intention — what they wanted to do,” Assistant U.S. Attorney Jacqueline Arango said.

Prosecutors said the men took photographs and video of possible targets in Miami, including the FBI building, a courthouse complex and a synagogue. In exchange, they wanted money to build what Arango described as their paramilitary group.

“They all agreed to sell out their country for money,” Arango said. “The fact that they did so for the mighty U.S. dollar is no excuse.”

Jhones said one of the informants tricked Batiste into taking the oath and encouraged him to make a list of weapons and equipment. She said video and audio captured by authorities will show two informants were in control and calling the shots, not Batiste.

The defense attorney said Batiste, a construction worker and father of four, was repeatedly asking about the money on the recordings, not talking about blowing up buildings.

“You cannot buy your way to a conviction,” Jhones said.

The men each face 70 years in prison if convicted of four terrorism-related counts, including conspiracy to support al-Qaida and conspiracy to levy war against the U.S.

The trial is expected to last at least two months.

The group of men were named after their hometown of Liberty City, an impoverished area of Miami.

After spending eight years at the helm of one of the most ideologically driven administrations in American history, George W. Bush is ending his presidency in characteristically aggressive fashion, with a swath of controversial measures designed to reward supporters and enrage opponents.

By the time he vacates the White House, he will have issued a record number of so-called ‘midnight regulations’ – so called because of the stealthy way they appear on the rule books – to undermine the administration of Barack Obama, many of which could take years to undo.

Dozens of new rules have already been introduced which critics say will diminish worker safety, pollute the environment, promote gun use and curtail abortion rights. Many rules promote the interests of large industries, such as coal mining or energy, which have energetically supported Bush during his two terms as president. More are expected this week.

America’s attention is focused on the fate of the beleaguered car industry, still seeking backing in Washington for a multi-billion-dollar bail-out. But behind the scenes, the ‘midnight’ rules are being rushed through with little fanfare and minimal media attention. None of them would be likely to appeal to the incoming Obama team.

The regulations cover a vast policy area, ranging from healthcare to car safety to civil liberties. Many are focused on the environment and seek to ease regulations that limit pollution or restrict harmful industrial practices, such as dumping strip-mining waste.

The Bush moves have outraged many watchdog groups. ‘The regulations we have seen so far have been pretty bad,’ said Matt Madia, a regulatory policy analyst at OMB Watch. ‘The effects of all this are going to be severe.’

Bush can pass the rules because of a loophole in US law allowing him to put last-minute regulations into the Code of Federal Regulations, rules that have the same force as law. He can carry out many of his political aims without needing to force new laws through Congress. Outgoing presidents often use the loophole in their last weeks in office, but Bush has done this far more than Bill Clinton or his father, George Bush sr. He is on track to issue more ‘midnight regulations’ than any other previous president.

Many of these are radical and appear to pay off big business allies of the Republican party. One rule will make it easier for coal companies to dump debris from strip mining into valleys and streams. The process is part of an environmentally damaging technique known as ‘mountain-top removal mining’. It involves literally removing the top of a mountain to excavate a coal seam and pouring the debris into a valley, which is then filled up with rock. The new rule will make that dumping easier.

Another midnight regulation will allow power companies to build coal-fired power stations nearer to national parks. Yet another regulation will allow coal-fired stations to increase their emissions without installing new anti-pollution equipment.

The Environmental Defence Fund has called the moves a ‘fire sale of epic size for coal’. Other environmental groups agree. ‘The only motivation for some of these rules is to benefit the business interests that the Bush administration has served,’ said Ed Hopkins, a director of environmental quality at the Sierra Club. A case in point would seem to be a rule that opens up millions of acres of land to oil shale extraction, which environmental groups say is highly pollutant.

There is a long list of other new regulations that have gone onto the books. One lengthens the number of hours that truck drivers can drive without rest. Another surrenders government control of rerouting the rail transport of hazardous materials around densely populated areas and gives it to the rail companies.

One more chips away at the protection of endangered species. Gun control is also weakened by allowing loaded and concealed guns to be carried in national parks. Abortion rights are hit by allowing healthcare workers to cite religious or moral grounds for opting out of carrying out certain medical procedures.

A common theme is shifting regulation of industry from government to the industries themselves, essentially promoting self-regulation. One rule transfers assessment of the impact of ocean-fishing away from federal inspectors to advisory groups linked to the fishing industry. Another allows factory farms to self-regulate disposal of pollutant run-off.

The White House denies it is sabotaging the new administration. It says many of the moves have been openly flagged for months. The spate of rules is going to be hard for Obama to quickly overcome. By issuing them early in the ‘lame duck’ period of office, the Bush administration has mostly dodged 30- or 60-day time limits that would have made undoing them relatively straightforward.

Obama’s team will have to go through a more lengthy process of reversing them, as it is forced to open them to a period of public consulting. That means that undoing the damage could take months or even years, especially if corporations go to the courts to prevent changes.

At the same time, the Obama team will have a huge agenda on its plate as it inherits the economic crisis. Nevertheless, anti-midnight regulation groups are lobbying Obama’s transition team to make sure Bush’s new rules are changed as soon as possible. ‘They are aware of this. The transition team has a list of things they want to undo,’ said Madia.

One Man’s Military-Industrial-Media Complex

In the spring of 2007 a tiny military contractor with a slender track record went shopping for a precious Beltway commodity.

The company, Defense Solutions, sought the services of a retired general with national stature, someone who could open doors at the highest levels of government and help it win a huge prize: the right to supply Iraq with thousands of armored vehicles.

Access like this does not come cheap, but it was an opportunity potentially worth billions in sales, and Defense Solutions soon found its man. The company signed Barry R. McCaffrey, a retired four-star Army general and military analyst for NBC News, to a consulting contract starting June 15, 2007.

Four days later the general swung into action. He sent a personal note and 15-page briefing packet to David H. Petraeus, the commanding general in Iraq, strongly recommending Defense Solutions and its offer to supply Iraq with 5,000 armored vehicles from Eastern Europe. “No other proposal is quicker, less costly, or more certain to succeed,” he said.

Thus, within days of hiring General McCaffrey, the Defense Solutions sales pitch was in the hands of the American commander with the greatest influence over Iraq’s expanding military.

“That’s what I pay him for,” Timothy D. Ringgold, chief executive of Defense Solutions, said in an interview.

ABC anchor will boat to Camp David with first family

NEW YORK — During the same week Barbara Walters interviews the president-elect in Chicago, ABC’s “World News” anchor Charles Gibson will interview President George W. Bush and first lady Laura Bush during the holiday weekend.

Gibson will ride with the first family on Marine One from the White House to Camp David, then interview Mr. and Mrs. Bush there. Gibson will ask about the past eight years, the couple’s future plans and if they have any advice for Bush’s successor, Sen. Barack Obama, and his family.

The interview will air on Monday’s “World News With Charles Gibson” plus that show’s webcast, “Good Morning America” and elsewhere.
